Tools to e.g. cut the silence off Mp3s and than add silence of 3 seconds to the pieces... and work over a whole libary automaticly.
Note: MP3 is a frame based format. If you want to cut out parts of the file you can do this directly in the MP3 no need to decode to WAV. De-coding and re-encoding in general brings loss of data.
