Overview

That albums have same track listing can be due to

  • republishing of LPs on CD
  • publishing in chronological order
  • offering same listings as other albums as a feature, e.g. to enable people to replace specific albums whilst avoiding duplicating original recordings
  • copying of whole album audio

Copying

http://www.tango-dj.at/DJ-ing/resources/wavecomparison.htm

"So the second thing I found out while researching this issue was that obviously one label copied from the other ...."

A claim that one cannot prove from the waves alone. E.g. it can also be that both copied from a third source.

"... AND not even bothered to take a brief look at the obviously wrong modulated tracks before publishing!"

How can one know that? Maybe they had a look, but didn't care, or had no time to change it. Or didn't know how to change.
