There are no rules as to what you can wear on the dance floor, however, if you are attending a Milonga, please respect other dancers and dress up a bit. Your clothes/dresses should be comfortable and allow you to move freely without getting your heels or others heels getting caught up in it.  Consider Bangkok's hot and humid weather in mind when dressing for milongas and practicas, be prepare and have a change of shirts if you know you sweat easily.
